It kind of failed miserably with my test site but I suppose it may suit those who are happy to use online site builders like Weebly and just need a web presence with text and images.

Roddy, I tried to see what my site looks like on a mobile device using that tool and it doesn't look good at all... However it looks just fine on a real IPhone...:)

It's not a true simulator. It gives you an idea of how visitors will see your website on various devices. It's showing your website with the content is magnified to the size it appears on a desktop browser.
