Box or shape with image fill - boundary rendering problem

When you fill a box or shape with image fill, and the image smaller than the box, the remainder of the box (the area between the image and the bounds of the box) renders in a browser as white, even though the remainder shows up (correctly) as the fill color of the page or responsive row the box is in. I.e. the remainder displays correctly in the editor, but incorrectly (always as white) in a browser. The extra space should optionally be transparent or at least specifiable as a color
