Layered Menu Confusing for Desktop, iPad and iPhone screen

I’m confused on making layered menus work properly on desktop and mobile platforms. I’m using responsive pages that nicely accommodate desktop, iPad and iPhone screens.

1. I tried just making empty directories with sub-pages all checked with show in menu. They all show but there doesn’t seem to be a way to just click on the top menu item and have it go to the 1st child sub-page. That doesn’t operate like I expected. But it does seem to work as the Everwebapp site menu behaves on iPad.
2. Then I tried making the 1st page converted to a directory with sub-pages below it. That seems to behave nicely on a desktop browser in that clicking on the top menu goes to that page directly and shows the subpages menu items below it. But on iPad, I have to click on the top menu twice to activate the top page. And on the iPhone the hamburger menu displays the top menu items with no real way to select the top page/directory unless I long-press the top item.
3. Then I tried making a mobile page and re-directing the top directory page to go to the mobile page. That didn’t work if I didn’t have “display in menu” checked. But with it checked, then that mobile page shows in the desktop menu tiers.
4. I see that the Everwebapp has a complete iPhone format it uses rather than a responsive implementation. This all seems to negate the value of responsive websites if a mobile version has to be created to accommodate iPad and iPhone screens.

I think I need some help here...
