'Scroll Positions' do not link proper to subjects on responsive pages

In EW 2.8b the 'Scroll Positions' (anchors) are positioned by absolute fixed page positions. But on responsive pages where the page height is relative they do not link to the proper subject on the page anymore as the page grows taller for smaller screens. For responsive pages it would be better to have text character or word based 'Scroll Positions', or the 'Scroll Positions' should be made responsive too - in some way...
