Problem with some objects in footers

I have noticed over the past few months that anytime I try to add something like a PNG icon or a text box with colour fill or a surrounding line into a Footer section, it really screws things up. The objects appear only partially or somewhere else on the screen. I find nothing about this in the EW manual or online. Is there a rule about this somewhere?
