I did some research and it turns out it is an Apple problem which has never been addressed. The only solution is to prevent the panels from scrolling over one another when viewed on iPads and iPhones. I have added some CSS to both widgets so that they go to normal scrolling on touch devices. Open the Panel widget and the Offset Panel widget on an iPad or the iOS Simulator to see the change. After fixing those, I spent the rest of the day one the sticky stack versions. These seem to work as planned on iPad. Here's the Stack Panels and the Stack Offset Panel widgets. There will also be an iFrame content version which I haven't made yet. In this section there are also four Parallax Scrolling widgets and a Header/Navigation widget for using with all these scrolling widgets.
