What function does this blue dot serve?

I just noticed this blue dot in a text box and am wondering what its function is? If I bring the cursor over it, the cursor arrow turns into a plus ( + ).

If you go to Shape Settings in the Inspector you'll see the shape drop down menu at the top. You most likely have it set to a shape other than rectangle. If you change the background color of the shape (right underneath that option next to Fill) you will see what the blue dot does. It adjusts some settings of the corresponding shape. Aha! The last thing I did a couple of sessions ago was to create an arrow. I discarded it since I wanted to rotate it to an angle other than 90°. Came beck to the project the next day and selected the text box and that blue dot appeared and I had no idea why. Research based on your answer above gave me a good grounding on the blue dot. You can rotate any shape to any degree from under the metrics inspector.
