How am I able to create a comments box exactly like the attached screenshot?

As the title mentioned, I'd like to have a control bar containing Comments button, Likes button, Dislike button etc., right below any designated article along with number of total comments, likes, dislikes next to those buttons. Also, user can post their comments directly by clicking on comments button or set default the blank box can be posted directly by login into any popular social media like Facebook, twitter, linkedin etc. please kindly assist, many thx!!
