In the meantime you can use Preview to do this. It has far better tools than iWeb ever had. When using iWeb I never used it's instant alpha. I would usually do this kind of thing in Keynote and then export the image. The problem with doing it in preview is the file type has to be one that supports an alpha channel and the file you start with has to be convertible to something like PNG which all aren't. Where as the instant alpha in iWeb could be used on any type of graphic file... Preview is fine for now, but the built in ability would be great!
