Hyperlink formatting - Disabled

What is disabled? It doesn't appear to be what I think it is, because when I link to files that aren't uploaded yet, it doesn't change to that colour.

As far as I know there is no such thing as a disabled hyperlink in HTML. The only time I can think of that you would need a hyperlink that doesn't work is in a navigation menu for the link for the current page. This is usually achieved by giving the <li> a class="active" and using the hash sign instead of the URL to save the browser having to reload the page if the link is clicked.
