how do I create a link between my website and an URL?

I would like my website visitors to be able to click on the URLs for other websites but I don't know how to do it. For example, I want to have users click on the following website to illustrate how to see weather in a different way: http://earth.nullschool.net/#current/wind/surface/level/orthographic=-133.23,37.06,474 I would appreciate greatly any assistance on how to do that.
