"Scale To Fit" will fit inside the container, "Scale To Fill" fills the full width.

I never use it anyway but I find that "Scale To Fit" leaves a margin and "Scale To Fill" doesn't. Page or browser background images should be avoided on a website due their effect on the page download time. | It seems to me to be dependent on the Page Heights and the Image used as to how they will appear when published. Try different sized and orientated images and different Heights on pages to see how the difference is. Check out this to see 2 images on various sized pages in Fit and Fill | |
