When I drag a video to Assets, it gets put into External area. Does this mean the website needs to access my computer any time someone wants to watch a video? Is it stored on an external server or something? If the video is deleted from my computer is it no longer available to watch on the website? Is it part of the storage that comes with Hosting?

No, nothing is ever accessed from your computer. They are published to your website so you can delete it from your computer and it will still work.
