Keyboard Shortcut Sub menu...

I use shortcuts all the time... I also create my own special shortcuts. But I can't figure how to create one for "Arrange>Align>Center"
this may be something that has to be done at the factory (everweb). I was trying to make the shortcut opt/cmd/c

Open System Preferences > Keyboard > Shortcuts

In Mavericks use '->'

In earlier versions use '>'

It did not work in 10.6 as claimed here:
