Now I see how this is happening - but why? When a change is made to one page which effects all the other pages, the page will not turn grey after publishing. An example would be when a change is made to the web page description in the Page inspector. This causes all the page icons to turn red. After publishing, all the pages turn grey except the page to which the changes were made.
