There are some comments about the rendering - or not - of the contents of HTML Snippets elsewhere in this forum. This one is slightly different. Here's an example of a page in which I have inserted a responsive background image using some CSS in the Head Code box. The background image is noticeable by its absence in EW but it appears in every Snippet on the page - even an empty one! I wonder why?

This is because HTML snippets currently act as their own kind of sub page within the page when displaying in EverWeb. When publishing they don't. if this wasn't the case, many CSS/Javascript techniques wouldn't display in the widgets. MAYBE this can be adjusted, not sure what else it would break though at this time. It would be OK if the background was displayed as well!
