Create a page and give the browser background a different color. Now increase and decrease the width of the document window. Works for me. A video or screenshot of the issues would help me better understand the issue, perhaps I am misinterpreting it.

This happens when you have nothing selected on the page. Still works OK for me with nothing selected. There must be something else going on here. Can you take a screen recording of the issue?
