Responsive page that works in both PC browser and iPad

Hi,
Im struggling with my site where I’m trying to build the page so it would work equally in the PC browser and iPad. I’ve designed the background to be full width ( 2000 px ) and it looks good on a computer, but wont fit iPad screen. If I shrink the background pic to 1000 px it looks terrible on pc browser. I’ve seen responsive pages where the site works equally well in pc browser and IPad - how should I proceed?
My other question relates to mobile redirect. As I have tested the pages with my iPad - are pads not considered as mobile devices, because the site will not open in mobile view even if I have directed it correctly. It works on my iPhone just fine, but not on iPad.

The HERO widgets are designed to allow you to stack elements and have them responsive down to the width of an iPad in portrait mode - or less in some cases. There are more in Hero 2 and Hero 3.

The EverWeb mobile redirect assumes a device width of <700 px so an iPad in Portrait mode is not considered "mobile".

There are info sections about Responsive Design, Responsive Layout and Responsive Mobile Layout which explain the various options for a responsive site.

For most users, the best option is to create a site for computers and tablets using Hero widgets - or a combination of Hero widgets and a responsive widget - and then to create a responsive version of the mobile site which will work for all sizes of iPhone in both landscape and portrait mode.
