Building a mobile website

I am looking at building a mobile website from scratch. I am unclear on certain elements.

I'm concerned that if I make a mobile version of each page by copy and pasting the content and meta description and tags then it may have negative SEO effects.

My questions are:

Am I best to build a complete website from scratch or can I copy and paste?

If I build a mobile website will google/search engines recognise that the pages or all interlinked together for mobiles or do I have to make seperate pages for each website. In other words, will a mobile 'index' page be established?

If you think this because of duplicate content you don't have to worry. EverWeb adds the correct tags to tell Google and other search engines that it is a mobile version of a specific desktop page so it doesn't matter.

You don't need to create a new site.

I don't really understand this question. Google will know if your mobile page corresponds to a desktop page when it is selected under Inspector->Page Settings->Mobile Page

Thank you very much for all of the answers, they are very helpful. Everweb is without a doubt my favourite method for building websites and my SEO is very very responsive.

Paul, can you recommend any specific widgets for mobile content to give my website a fresh and modern feel.

Here's some info about creating a responsive mobile version of you site.

You can use the EverWeb default form widget as long as you keep the width at 300px or less.
